Separately, &lt;a href="https://gusto.com/resources/gusto-insights/2025-workforce-promotions"&gt;Gusto&amp;rsquo;s payroll data&lt;/a&gt; puts a number on the scale of that slowdown: the economy-wide promotion rate fell 25% from its May 2022 peak of 14.6% to 10.7% by May 2024.
